unfriendly dog

There is a very aggressive collie with an unfriendly owner who frequents this park in the mornings. I have heard from more than one person that they stay away from the park because of this owner and dog. It's a shame, because it's a nice park and most of the people and dogs are wonderful. How can one deal with this sort of person, I wonder? I don't blame the dog, I blame the woman who owns him.

Decent park, but water fountain for dogs has been broke for over a month...Not good for dogs in June-July!!!
